Mr. Keller said that recent hires in the bureau and Mr. Baquet’s decision to return demonstrated that “in times of economic uncertainty, when others are downsizing, we invest.” He said those moves also demonstrated that The New York Times is “perhaps the last great American news organization that is not in retreat, where journalists can be confident of our commitment.”
